Native Village of Barrow Emergency Assistance — past-due utilities, food, medical and emergency help for NVB members

The Native Village of Barrow (NVB) Emergency Assistance program (2026 ARPA Short Term Program) helps NVB tribal members 18 or older who meet the income qualifications and are facing a hardship or an emergency; elders above age 62 and members with a disability have priority with no income limit. It is for your primary home that you own or rent (not a secondary home). For utilities it gives one-time help covering two months of utilities when a disconnection would endanger the member's well-being, up to $1,000 a year. It can also help with food (up to $500 a year), unforeseen medical or living expenses (up to $3,000 a year), and faulty equipment, fire, flood or earthquake damage (up to $5,000 a year). Funding is limited and applications are handled in the order received. Use the 2026 Emergency Assistance application on nvb-nsn.gov/arpa-department and attach every document on its checklist — including state ID, two recent pay stubs, 1099 dividends, proof of hardship, a monthly expense summary, the past-due bill or notice, your deed or lease, and a W-9 filled out by the utility company — incomplete applications are rejected. Submit it in person at the NVB main office, 6090 Boxer St, Utqiaġvik, or by email to arpa.application@nvb-nsn.gov. Processing can take up to 15 business days; questions 907-852-4411.
